A coastal engineer with global experience of 33 years, Dr. Otta has been engaged in providing and managing consulting services to complex practical problems as well as Research & Development. He has been active as a lead consultant in various regions like Europe, the United Kingdom, India, Bangladesh, Southeast Asia (Singapore, Papua New Guinea, Thailand and Cambodia) and Australia. These projects have been financed by MDBs like the ADB, the World Bank Group, national governments and private Companies. Core of his professional work addresses design and operation of sustainable, open-space infrastructure problems in marine and coastal environment together with environmental impact assessment as well as adaptation and management to mitigate climate change impacts.

He has a B. Tech (Hons) degree in Ocean Engineering and Naval Architecture from IIT, Kharagpur and higher degrees of Master and Ph.D. in Coastal and Ocean Engineering from the Centre of Excellence in Applied Coastal Research, University of Delaware (USA). During his master’s and doctoral degree, he developed one of the earliest models of wave breaking and runup on slopes and a free-surface model of exactly nonlinear evolution in an arbitrary domain. He worked as a R&D consultant in Delft Hydraulics (now DeltaRes), the Netherlands and ICCH, DHI, Denmark. During this time, he worked on several bespoke models used in coastal engineering the world over. With one foot always in academics, he was an Associate Professor in University of Plymouth (UK) and subsequently a visiting faculty member in IIT, Kharagpur. He continued with his research on coastal processes during this time. He has been working as an independent expert in ports and coastal engineering since 2009 which also includes a year as Principal Coastal Engineer with DHI, Singapore. He has contributed to the field of coastal engineering as a domain expert and team leader on various projects serving clients from private oil & gas companies, Dutch Public Works Department, European Commission, PUB (Singapore) and MDBs like the ADB. In India, he has contributed as a leading consultant for several coastal projects in Maharashtra and Karnataka. He has brought in hybrid and Nature-Based-Solution to coastal protection in Karnataka.
